The short answer

A title is not the whole relationship.

Under National Instrument 31-103, portfolio manager is an adviser category. A Portfolio Manager may manage investments under discretionary authority where the client has approved a written mandate.

Financial Advisor is not a securities-registration category. In Ontario, it is a protected title: users need an approved credential from a FSRA-approved credentialing body. Title protection is important consumer protection, but it does not replace the question of what service and authority apply to a relationship.

In a discretionary relationship, the Portfolio Manager makes day-to-day decisions within the mandate you approve. Other relationships may require your approval for each transaction.

Who is accountable?

Understand where assets are held, how conflicts are addressed, how fees are disclosed, and who is responsible for the relationship and portfolio.

Are Financial Advisor and Financial Planner protected titles in Ontario?

Yes. Ontario requires an approved credential from a FSRA-approved credentialing body to use the Financial Advisor title or a confusingly similar title. Title protection does not itself describe every service a person may provide.
